It also serves as a forward-looking blueprint for shaping a robust and adaptive compliance ecosystem for the express cargo sector in India.
The report highlights ECCS as a digitally native, paperless clearance system tailored for time-sensitive, high-frequency express shipments. Since its launch in 2017, ECCS has recorded a 324% increase in volumes and a 35% growth in customs revenue, underscoring its pivotal role in supporting e-commerce and MSME-led exports.
Advocating for a dedicated express module within CIS, the report emphasizes the need to retain core features such as 24×7 clearance, automation, and real-time tracking, which are essential for maintaining speed, transparency, and regulatory compliance in express logistics.
Drawing from global best practices and multi-stakeholder consultations, the report outlines targeted reforms across system architecture, risk management, and regulatory frameworks. It positions the express industry as a key enabler of India’s digital trade ambitions and a critical pillar in building a modern, seamless, and inclusive trade ecosystem.
